The Housing Stock Problem in Newark
The roofing needs here vary wildly depending on which part of the city you’re in, and that’s not something a national contractor would know going in.
The houses along Main Street and around the University of Delaware’s historic district were built in the early-to-mid 1900s. Some go back further. These homes often have original wood board decking instead of plywood or OSB, steep pitches that require extra safety rigging, and sometimes multiple previous owners who chose the cheap route when the roof needed work. We’ve pulled three layers off a house on Choate Street before getting down to sound decking. Three. That’s a lot of dead weight on framing that’s 80 years old.
The UD rental market adds a wrinkle. Landlords with properties near campus tend to defer maintenance. We see roofs on Cleveland Avenue and Prospect Avenue where damage has been managed with caulk and hope for years longer than it should. If you own rental property near the university, a proper inspection now is cheaper than an emergency call mid-semester.
Out toward the Route 4 corridor — Bear, Glasgow direction — the houses are mostly 1990s and 2000s builds approaching their first or second roof replacement. The original builder-grade three-tab shingles on many of those homes have hit their limit.
Random aside: the old Curtis Paper Mill on Paper Mill Road was demolished years ago, but we still occasionally work on homes in that stretch built on lots carved from the mill property. Odd lot shapes make for odd roof lines, and some of those framing situations are bizarre.

These numbers are rougher than I’d like, because so much depends on what we find when we get up there.
A full roof replacement on a typical Newark single-family home (1,500 to 2,200 sq ft of roof area) generally runs between $8,500 and $16,000. Newark sits in a mid-Atlantic pocket where you get the full weather cycle. Summer humidity, ice storms in winter, fall nor’easters that roll up from the coast. The freeze-thaw cycling in January and February is brutal on older roofing materials — flashing pulls away from masonry, underlayment cracks, and any moisture that found a small entry point over the summer becomes a bigger problem when it expands.

This trips people up. The City of Newark requires a building permit for roof replacement, including full re-roofing.
You submit through the Newark Building Department on Elkton Road. The fee is usually under $200 for residential roofing, but the inspection process matters. Newark requires a final inspection after work is complete, checking that installation meets current code including proper ice and water shield at eave areas and around penetrations.

One thing specific to Newark: if your home is in the Historic District, there may be additional review through the city’s conservation advisory commission.
