The Old Housing Stock Problem

Large portions of this city were built between 1900 and 1950. Thermal cycling is also a real factor: temperature swings of 30 to 50 degrees between seasons (and sometimes 30 degrees in a single spring day) expand and contract shingles, pull flashing away from masonry, and break seals over time.

Wind damage from summer storms is the most visible issue. Those Delaware Valley thunderstorms from June through August carry real wind. We replace more ridge caps and repair more lifted shingles in August and September than any other time of year.

Permits and Building Codes

Yes, you need a permit for a roof replacement in New Castle County. Some contractors skip this. We don’t.

Permits are pulled through the eApply portal at ePlans.nccde.org. The fee minimum is $142, covering permit review, zoning review, NCC Volunteer Fire Assistance Fund contribution, and certificate of occupancy. Questions can go to 302-395-5400.

A couple of code requirements worth knowing: townhouse fire separation must be continuous from foundation to roof deck underside, with fire-retardant treated sheathing at least 4 feet on each side of rated separation walls. Trusses cannot be cut or notched without engineering approval. Plumbing vents must extend at least 12 inches above the finished roof surface.
